By the 1980s, BULL RING CENTRE was a derelict, graffiti-covered -and virtually vacant- hodgepodge of second-rate retailers.

One of the original features of the centre was its labyrinth of subterranean pedestrian passageways. These were provided to separate on-foot traffic from the maze of surface roadways surrounding the complex. These so-called "subways" quickly became notorious for muggings and assaults.
