The Bay, an operative of Ontario's Hudson's Bay Company, established a presence at DEVONSHIRE MALL in August 1986.

In early 1996, a Toronto-based Chapters bookstore assumed space previously leased as a Miracle Food Mart (1970-1989) and A & P supermarket (1989-1995). Chapters, Inc. merged with Toronto-based Indigo Books & Music, Inc. in August 2001. The DEVONSHIRE Chapters would be rebannered as an Indigo store in October 2018.

A major expansion, built between August 1999 and September 2000, added a Southeast Wing. It was anchored by a Loews Cineplex 12-screener and added fifteen stores to the complex.
